He only put back into place what had fallen in historical times (western trilithon 1797 and stone/lintel on same side 1901 in storm) where there were accurate drawings of how they had been before collapse.(They lay as they had fallen.)That is why the other fallen stones have remained so; there was no record of how they looked and many were broken.
